Initial Climate Change Impact Assessment (Form created August 2021)

The intention of this document is to help the council to gain an initial understanding of the impact of a project or decision on the environment. This document should be completed in consultation with the supporting guidance. Dependent on this initial assessment you may need to go on to complete a full Climate Change Impact Assessment. The final document will be published as part of the decision-making process.

Title of proposal

Long Term Plan for Towns (LTPT) ten-year Vision and three-year Investment Plan

Brief description of proposal

Scarborough Town Board and the Council as accountable body have developed a ten-year Vision document for Scarborough and an initial three-year Investment Plan which will inform the direction for improvement and growth within Scarborough town over the next ten years.

 

This Vision and Investment Plan will be submitted to the Department of Levelling Up, Homes and Communities to trigger the release of funding for delivery.

It is important that we capture information about both positive and negative impacts to aid the council in calculating its carbon footprint and environmental impact.

Reason for decision

The acceptance and submission of the Long-Term Plan for Towns Vision and initial three-year Investment Plan does not have any impact on environmental factors.

It is a high level plan for the town of Scarborough and will drive forward the direction for future growth and improvement. Sustainability has been a key consideration for the STB in the creation of the Long-Term Vision and a number of objectives within the Plan aim to have a positive effect on climate change including:

·         Promotion of sustainable travel options

·         Creation of comprehensive active travel routes

·         Better utilisation and improvement of the towns existing green spaces

·         Support for high quality and low carbon residential and student accommodation

·         Create an environment for sustainable business growth and inward investment

There will be a number of interventions and projects that will be chosen for delivery under the Long-Term Plan for Towns programme which may have an impact on environmental issues. Each project chosen to move forward through the funding programme will undergo its own individual Climate Change Impact Assessment Form.
